We hope these newsletters provide you with valuable information and resources as we begin implementing Colorado's new paid Family and Medical Leave Insurance (FAMLI) program, which will start paying benefits in January 2024. We need your input!

CDLE is working with a vendor partner to collect employer feedback on the new FAMLI program and the systems being developed. To ensure employer experience is included in the project, we would like to engage with employers in a feedback session (facilitated by the vendor, Slalom).

These conversations will include a series of questions that will help us understand you, as an employer, your needs, goals and expectations for the FAMLI premiums process for employers both contributing and not contributing into the program. Focus areas will include:

  • Registering for FAMLI as a contributor
  • Submitting contributions
  • Requesting exemption from FAMLI when private plans are in place 

Feedback from these conversations will directly influence the actual design and process of the FAMLI premiums experience!

A vital part of your business’s implementation of the FAMLI program will be clear and consistent communication to your employees. Make sure to involve your HR reps/administrators in your prep for FAMLI implementation for your business. Please encourage them to sign up to receive this newsletter and participate in our FAMLI webinar series.

 

 

 

FAMLI Division regulatory update

Throughout 2022 the FAMLI Division is working to adopt the rules to operationalize the statute. Rules related to premium collections and local governments have been adopted and can be found at https://famli.colorado.gov/proposed/adopted-rules

We are currently writing rules for both FAMLI Benefits and Private Plans in coordination with the Colorado Division of Insurance, which we plan to publish for feedback this spring. The timing of the adoption of these next set of rules is done with the intention of giving employers time to explore which option may be most advantageous for their unique business needs. 

 

 

 

About FAMLI



WHAT: Colorado voters approved Proposition 118 in November of 2020, paving the way for a state-run Paid Family and Medical Leave Insurance (FAMLI) program. 

WHO: CDLE is responsible for administering the program in Colorado.

WHEN: Premium collections will begin January 1, 2023. Employers and their employees will contribute to the program. Employers will be able to opt out of the state program if they have a paid family leave program equal or greater to the benefits in the state program.

The FAMLI program will ensure all Colorado workers have access to paid leave in order to take care of themselves or their family during life circumstances that pull them away from their jobs — like growing their family or taking care of a loved one with a serious health condition. FAMLI will start providing benefits to employees beginning January 1, 2024. Both employers and employees will contribute premiums for the program. Employees may start to see a premium contribution on their pay stubs beginning January 1, 2023.
