This measure raises the cigar tax.

This measure raises the tax on Cigars to 30 cents a cigar and applies the tax to premium cigars.

"Premium cigar" means a cigar that:

(A) Is wrapped in whole tobacco leaf

(B) Is handmade or hand-rolled

(C) Has no filter, non-tobacco tip or non tobacco mouthpiece

(D) Does not include any characterizing flavor other than tobacco

(E) Contains only tobacco, water and vegetable gum with no other ingredients or additives; and

(F) Weighs at least six (6) pounds per one thousand (1,000) units.
