COLORADO - INITIATIVE 96 INCREASE ALLOWABLE LIQUOR STORE LOCATIONS - SECOND DRAFT

CWPMA –  Colorado Legislative Council staff has released language for a proposal to expand the amount of allowable liquor store licenses in Colorado. This is only relevant to CWPMA members in that the related initiative being run and financed by our members at 7-11 in conjunction with grocery interests will also make the ballot.  The Below in being financed primarily by  national liquor store chain total wine and spirits, who attempted to buy their way into a last minute legislative fix this last session. importantly this helps highlight how politics play into the initiative process.

“This measure does not impact grocery and convenience stores that currently sell  only beer, which are allowed to have an unlimited number of locations. Additional information about retail liquor stores can be found in the summary and 18 analysis.

Because this measure may appear on the ballot fairly close to the initiative to expand the current beer license to include wine – the inclusion of this language is essentially a political maneuver to suggest that Convenience stores and grocery stores somehow have and advantage over national predatory chain liquor stores and as such is unfair….

Initiative 96 Increase Allowable Liquor Store Locations - Second Draft

Each year the Legislative Council Staff prepares a voter information booklet that includes an analysis of measures that will appear on the statewide ballot. We distribute drafts of each analysis to people who are interested in commenting on the draft. The attached document is the second draft of the Legislative Council Staff analysis of Initiative 96 Increase Allowable Liquor Store Locations. The second attachment describes the process for writing each analysis.
