Reminder of Upcoming Fee Increase**
As you may recall, in 2020 the Colorado State Legislature approved a fee increase for the Air Pollution Control Division (APCD). This approval granted APCD the ability to increase all fees related to hourly processing time, APEN filing requirements, general permit coverage and annual emissions. This approval granted an initial increase taking effect on July 1, 2020 and a second increase taking effect on July 1, 2021.
The first increase has been in place since July 1, 2020. This announcement is intended to serve as a reminder that the second fee increase will be in place effective July 1, 2021.
On July 1, 2021, the fees associated with the Air Pollution Control Division will be as follows:
- APEN Filing Fee - $242.00
- Hourly Billing Rate - $119.00/hour
- GP01 Fee - $395.50
- GP02 Fee - $2,373.00
- GP03 Fee - $79.10
- GP05 Fee - $395.50
- GP06 Fee - $1,423.80
- GP07 Fee - $395.50
- GP08 Fee - $395.50
- GP09 Fee - $2,531.20
- GP10 Fee - $2,531.20
- GP11 Fee - $756.00
Because these increases have been forecasted and communicated over the past year, there will be no grace period for the increase of these fees. All APENs will be updated and published on our website before July 1, 2021 to include the new fee requirements.
Additionally, the fee rates will be increased for annual emission invoicing. The new annual emission fee rates will be effective on November 1, 2021. The new rates will be:
- Criteria Pollutants - $36.00/ton
- Hazardous Air Pollutants (HAPs) - $239.00/ton
