CDPHE looking for input from the wholesale and retail fuel industry on guidance that they are developing relative to the Stage One and RACT control standards currently in statute:

Air Pollution Control Division is soliciting input on drafting guidance to support compliance efforts among gasoline fuel delivery haulers and gasoline stations. Current state regulations apply to operations in the Colorado Front Range Ozone Non-Attainment Area. The guidance being developed is intended to provide clarity on current regulatory requirements and best management practices; to promote ongoing compliance through proper facility design, maintenance, and operation; and to assist with identification and troubleshooting of leaking equipment. The guidance will not create any new requirements and will not alter any existing requirements.
The attached documents contain the regulatory requirements that will be addressed in the guidance. The highlighted portions in the documents represent common compliance issues, but do not represent a complete list of requirements applicable to your facility.
